Woah this one is tough, you've shot directly into the sun and the flare from your lens has destroyed all the contrast in the shot, perhaps if developed from RAW you could save some detail.

I've pulled back what I can and converted to B&W.

thanks... cant remember well what i did on dat pic.. hehe.. just a lucky PP I guess... what i remember, i played with layers.. and having different levels on each of them, normal exposure, under exposed and over exposed (the original pic)... then i try different blending mode on each layer... and played with opacity of each layer... finally i create a new layer and put a gradient of blue on the skies, and tweaked the blending mode and opacity. then merge all the layer.. and add saturation and contrast, and level it again. thats how it is as i remember it!
