Reminds me of a doll that you put on your car's rear speaker shelf. It had something like a rocket blower connected by a tube to it. When you squeezed the blower's bulb, the doll would pull its trousers down to reveal its bare butt to the car behind you. My friends would overtake cars driven by prim & proper ladies and "flash" them ... young & carefree pranks just for kicks :)
