i think most can be done is just use the sharpen tool in photoshop. not sure. maybe other sifu can ^^

and need to auto level too

It's light enough but the problem is it's not soft, looks like shutter speed was too low and you've got handshake.

This is about as sharp as I can get it on low res image.

ST has done a great job, considering the constrains.

ok, here's my quick try. not sure if this work or not.
the low-resolution photo is tricky.
and a lot of highlights area too.
and this photo also a bit blurry due to slow shutter speed.

ok, another one. nothing much different from the previous one.
just a little tweak here and there.
i still can't find a way to make this photo looks more interesting. :(

my try:
burn and dodge tool mostly, before that i converted it to Lab and sharpen on L channel.
contrast on skintone was reduced by using screen layer blending.

A pic like this is hard to fix, esp the blur, so i'd just apply a PS filter to it. sumtimes can get good effect and salvage a good pose.

Remove blemishes.. smoothen face(blurring)... sharpening (overlay blending mode of desaturated High pass filter)... whitening eye(dodge tool)... tune down bg highlight(burn tool).. increase the saturation.... n trying the dave hill effect... but as usual i fail on it... heheh.. thats all i remember.
