My way might not be right.. kinda complicated & time consuming.. all trial & error.. but that's how i did.. here's what i can remember:
Duplicate layer 1 --> Click Spot Healing Tool Brush to clean as much freckles as u can
Duplicate layer 2 --> Select Screen & Opacity 100% then merged layers
Duplicate layer 3 --> Select Filter-Blur-Gaussian Blur then Click Edit in Standard Mode then Click Mask-Select the Pixel Mask-Invert then Click Eraser Tool to smoothen/even the skin.. Choose Opacity between 30-50% then merged layers

Additional.. if u want, u might also apply more layers (either duplicate or new layer) to adjust the tone, eyes, add lipstick & blusher :P

There's no right or wrong way in Photoshop, there's 100 ways to do everything.

I used Gaussian blur with lighten layer, mine is very fast though 2-3 mins can do.

Yours is excellent Sharon, really like a beauty shot.
