care to share ur technique too please?

I just got my self a Cokin P- Series GND Landscape kit. I am also now equiped with a CPL. and i wish to achieve such pictures. How do i go abouts doing so?

im using ND400 filter..
setting: ISO 100 | f/22 | 8 secs (u can actually chk my exif.. )

Shots was taken in penang island..
